Abstract
Concerning clean air policy, under the convention on long-range transboundary air pollution, the following themes are discussed: the history of observed effects; the public awareness and concern for the ecosystem health; the current scientific evidence; the development of the critical load concept, and its application for an effects-based abatement policy.
